Out Of Character - OOC and IC - In Character

So, what is the disctinction between IC and OOC?

The help files of the game state followingly:

OOC stands for Out Of Character, and it encompasses everything that has to do with the game environment and the player, rather than the game world and the character. This can include lag, bugs, technical questions like how to use a certain syntax, or announcing that you are going away from your keyboard.

The OOC command allows you to enter the ooc area where you can write or read messages on the ooc-board, set your stat preferences, or chat out of character in the discussion room.

Talking with a wizard is always considered to be done OOC.
