The following is what I consider the norm life of a half-elf, however there are always exceptions to every rule so players can still RP however the wish. This document has been posted with the blessings of wizard(s).
Parents
When considering relationships between male humans and female elves think what people thought of an interracial relationship during the 1950-60. In Geas, these types of relationship are most likely always done in secret or as short affairs. While human society might look upon these relationships with disfavour, Elven society will look upon these with disgust and repulsion. No self respecting elf would mate with a human; befriend maybe, but never want love/sex from them. An Elven female found in these relationships would most likely be shunned from high society. She would be looked down upon by most elves as someone who would sully the proud Elven blood line. People openly displaying such a relationship are most likely misfit or outcast of society with nothing to lose.
Area
Given the life span of a medieval human and usual nature of the relationship or other circumstances (ex. rape) which allow the half-elf to be born in the world, it will most like be raised my the elven mother. A half-elf will usual grow up near or around
ElvanDar, where the average elf (in this case the mother) would be most familiar and/or accustomed to. Though there are probably many exceptions to this rule; I feel that the mother will most likely be the one with the most influence in the half-elf’s life
Childhood
Most half-elves would not have a happy childhood. A half-elf would be considered a mark of shame and a product of an unnatural union by some. As small children they most likely face being called names, picked on and bullied by any other children (elven, human or other races) in the area for being so different. The adults around the area would most likely treat him and his parent(s) very badly as well. The child might find them selves alone more often then not. It is probably not uncommon for a half-elf to be abandoned or to run away early on in life.
A half-elf will probably not have a lot of people around, that care enough to teach it about the world around him. More often then not they will be far less educated then the equivalent human/elf of the same social stature. Even if the parent(s) are well off to attempt to provide the half-elf child with an education, in comparison to a pure blood a half-elf will always get the short end of the stick
Birth/Mating
Half-elves can have children. If a half-elf has a child with an elf or a human the offspring will be a pure blood like the pure blooded parent. A pure blood having a relationship with a half-elf is probably just as bad to some as having a relationship with the opposite species. Two half-elves mating would produce a half-elf. While two half–elves mating would seem appropriate to society in general some might see this as the emerging of a new and potentially threatening mongrel species to their pure blooded one.
Polirynel adds:
Another reason for being ill educated -
They don't fit in the elven school system as they grow up much quicker than elves
